But true to the Buddhist doctrine of interdependence, His Holiness concludes this affirmation by arguing that the denial of human rights to individuals impedes the development of society on all fronts. “Therefore the protection of these rights and freedoms are of immense importance both for the individuals affected and for the development of the society as a whole.”[13]

A corollary to the teaching of Buddha Nature is the affirmation of our innate capacity for compassion.[14] The Dalai Lama appeals to such a core capacity as central to his argument for a universal ethic.

When I speak of basic human feeling , . . . I refer to the capacity we all have to empathize with one another. . . . Given that this is what enables us to enter into, and to some extent participate, in others’ pain, it is one of our most significant characteristics. . . . The instinctual care of mother for child—shared it seems with many animals—is crucial because it suggests that . . . there exists an innate capacity . . . to give love. . . . [T]his need and capacity for love suggest that we are, in fact, loving by nature.[15]
